On May 11, 2008, Dung Nguyen, 36, of Silver Spring, Maryland, was arrested in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, and charged with possession with intent to distribute a controlled dangerous substance (CDS) and possession of a CDS. Nguyen was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

The National Weather Service has extended the FOOD WARNING for Montgomery County until 12:15pm EDT Today. At 6:28, Doppler radar indicated between 3 and 4 inches of rain has fallen across the County. This rainfall has lead to significant flooding throughout the region and swift water rescues are occurring in several areas. The following roads a closed due to flooding or high water:

COMMUNITY ADVISORY - Armed Robbery
On May 11, 2008, at approximately 12:26 p.m., Takoma Park Police responded to the 7100 block of Cedar Avenue for reports of an armed robbery. The victim was walking to his work van when he noticed a black male looking through his van window. The victim was assaulted by a second suspect and property was demanded. The first suspect is described as a black male, approximately 5’6, medium/dark complexion and long curly hair. Suspect one is also in possession of a semi-automatic handgun. The second suspect is described as a black male, medium/dark complexion. The suspects took property and fled in a gold-colored Honda Accord – late 90’s model on Cedar Avenue to Eastern Avenue toward Washington, D.C. The victim was unharmed. On May 9, 2008, at approximately 10:17 p.m., Takoma Park Police responded to the 8200 block of Roanoke Avenue for reports of a strong armed robbery. The victim stated she was robbed of property. The suspects were identified as Michael Hinton, 24, of Takoma Park, Maryland, and Trevelyn Hinton, 24, also of Takoma Park, Maryland. Both men were arrested and charged with strong armed robbery and conspiracy to commit strong armed robbery. They were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

On May 10, 2008, at approximately 3:35 a.m., Takoma Park Police responded to Ethan Allen Avenue and Woodland Avenue for reports of an armed robbery. The victim was walking home when he was approached by two black males who displayed a handgun and demanded property. The suspects took property and then fled in a white Chevy cab that was parked on Woodland Avenue. The victim stated there could have been a third suspect driving the vehicle. The suspect vehicle left Woodland Avenue and turned right onto Ethan Allen Avenue towards New Hampshire Avenue. The victim was unharmed. Investigation continues under case #08026851. The National Weather Service has issued a FLOOD WATCH for Montgomery County from Sunday Evening until Monday Afternoon. Second significant storm in a week expected to produce additional heavy rainfall for the County. Heavy rain from this system may have the potential to cause severe and unexpected flooding within the next 24 hours with widespread 2-3in possible and locally higher amounts.
Floods kill more people every year than any other weather hazard. Do not drive through flooded areas. As little as 2 feet of water can sweep a vehicle off the road. Please stay alert for any warnings.

On May 9, 2008, at approximately 9:35 a.m., Takoma Park Police responded to the Takoma Postal and Business Center, 7304 Carroll Avenue, Takoma Park, Maryland, for reports of a commercial armed robbery. Two black males entered the business and demanded property. Property was taken and the suspects fled through the back door. One of the suspects is armed, possibly with a black, semi-automatic handgun. The victim was not harmed. The suspects are still at large. Investigation continues under case #08026636. On May 7, 2008, at approximately 1:37 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue for reports of a domestic dispute. While speaking with the suspect, he fled on foot and a pursuit was initiated. During the pursuit, the suspect tossed some drug paraphernalia that was retrieved by officers. Upon being apprehended, a search of the suspect’s person revealed he was in possession of drugs and additional paraphernalia. The suspect was identified as Tracy Darnell Thorne, 30, of Washington, D.C. Thorne was arrested and charged with possession of drug paraphernalia, possession of marijuana, possession of crack cocaine and possession with intent to distribute. He was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
COMMUNITY INFORMATION - Preventing Theft From Autos
There have been several theft from autos reported since Sunday, April 20th. Leaving unsecured items in your vehicle is categorized as a “crime of opportunity.” Unless the opportunity presents itself, a theft from vehicle cannot occur. This opportunity arises when you leave your vehicles unsecured and items of value are left in the vehicle, i.e., GPS, laptops, cell phones, iPods, wallets, purses, change, CD’s, DVD’s, stereos, speakers, etc. If your car is unlocked, the perpetrator just opens the door and takes whatever there is in the vehicle. Easy.
Please take the following steps to ensure you don’t become a victim of a “crime of opportunity:”
Always lock your vehicle when it is parked. By locking your vehicle, you draw too much attention for a perpetrator to try and get in by other means.
Take anything of value out of your vehicle. If it’s not there, the temptation is not there. Also, if your wallet or purse is stolen, you open yourself up to other crimes, i.e., identity theft, stolen checks and/or credit cards.
The “out of sight, out of mind” mentality. If it’s not possible for you to take your property out of the vehicle, then slide it under the seat.
If you have a garage, use it. Always keep the door from your garage to your house locked. If someone were to steal your garage door opener, then it leaves them access to your home.
If you are a victim, make the report. This will help our Crime Analyst analyze crime trends and patterns. Even if you don’t want an investigation done, you should still report it to the police.
Lock up your vehicle! Take your belongings out of the vehicle. When that is not possible, remember, out of sight, out of mind!

A low pressure system over the Tennessee Valley will approach the Mid Atlantic tonight. Rainfall rates may reach 2" per hour in heavier cells. Caution should be used during tomorrow mornings rush hour.

A strong-arm robbery occurred on Friday, May 2 at 2:50 p.m. at the intersection of Maple Avenue and Tulip Avenue. Victim was riding moped on Tulip Avenue when a greenish blue Ford station wagon (possible 1990’s model) pulled close behind him, then cut moped off. Two suspects jumped out of the station wagon, then suspect one ran up to victim, pushed him and demanded him off the moped. Victim got off moped and fled to nearby business to call police. As victim ran, he heard moped start up and take off. Witness observed suspects fleeing on moped with station wagon following. Suspects (4): S1: Gray polo shirt, blue jeans. S2: Black shirt with whet sleeves and neck, blue jeans.
An attempted armed robbery occurred on Friday, May 2 at 5:35 p.m. in the unit block of Hickory Avenue. Victim walking on Hickory Avenue toward Elm Avenue when he noticed a B/M quickly park a bluish green station wagon. Suspect confronted victim and demanded victim’s wallet. Victim indicated that the suspect attempted to conceal a possible handgun by covering it with both hands and holding it pointed down toward ground. Victim’s neighbor began walking toward suspect at which time suspect got back into his vehicle and fled. Suspect: B/M, 5’8”, 180 lbs., black dredlocks, white t-shirt. *Suspect and vehicle match description from strong-arm robbery at Maple Avenue and Tulip Avenue.

On May 5, 2008, at approximately 11:50 p.m., Takoma Park Police responded to the 1100 block of University Blvd. for reports of a fire in a commercial building. The Montgomery County Fire Department and Prince George’s County Fire Department were on the scene. After the fire was contained, fire officials indicated that the fire was due to an electrical malfunction. There was major structural damage to the building. There were no injuries.

On May 5, 2008, shortly before 1:00 p.m., the Takoma Park Police were called to the 900 block of Larch Avenue for reports of a woman screaming for assistance. Officers arrived to find a 75 year old woman pinned by her own vehicle against the side of her residence. The victim suffered lacerations to her leg and hand and was taken to Medstar, where she is in stable condition. Investigation continues by Takoma Park Police.

COMMUNITY ADVISORY - Armed Robbery and Attempted Armed Robbery
On May 2, 2008, at approximately 2:57 p.m., the Takoma Park Police responded to Tulip Avenue and Maple Avenue for reports of a robbery. The victim was riding his moped on Tulip Avenue near the day care center when a greenish/blue Ford station wagon (90’s model) pulled up near him cutting him off. Two suspects jumped from the vehicle, assaulted him and demanded the moped. The suspect took the moped and fled on Tulip Avenue to Cedar Avenue, with the station wagon following.
On the same date, at approximately 5:30 p.m., Takoma Park Police responded to Hickory Avenue for reports of an attempted armed robbery. The victim was walking down Hickory Avenue toward Elm Avenue when a greenish/blue Ford station wagon pulled up and a young, black male with dread locks jumped out. The suspect demanded property, but before obtaining anything, returned to his vehicle and fled towards Elm Avenue. The suspect is described as a black male, 20’s, approximately 5’8 and 180 pounds, dread locks and wearing a white tee-shirt. The suspect vehicle fits the same description as the prior armed robbery vehicle used on Tulip Avenue and Maple Avenue. The victims in both incidents were not injured.

On May 2, 2008, at approximately 9:17 p.m., Takoma Park Police responded to southbound New Hampshire Avenue at Holton Lane for reports of a robbery. The victim indicated she was waiting at the bus stop when she was approached by two Hispanic females. The suspects indicated they were wielding a knife and demanded property. After obtaining property, the suspects fled to a waiting white, unknown make and model vehicle on Kingwood Avenue, just off of New Hampshire Avenue. The vehicle fled westbound. INTERNAL AFFAIRS COMPLAINT INVESTIGATIONS
Chief Ricucci of the Takoma Park Police Department announces that, in keeping with our written policy directives that require investigations of all complaints against the department or its employees, and that annual statistical summaries of such investigations by the internal affairs function be made available to the public, the following is the Takoma Park Police Department’s Statistical Summary of Complaints for calendar year 2007.
Twenty-three (23) formal complaints were recorded and twenty-two (22) were subjected to internal affairs investigations. One (1) complaint was not investigated because the employee was terminated as a consequence of the investigative finding of a prior complaint. Seven (7) complaints were submitted by citizens and sixteen (16) were generated internally by the Chief of Police or the Command Staff. Subjects of the complaints included twenty-five (25) sworn officers and five (5) civilian employees.
One (1) of the formal complaint investigations remained in a pending status at years-end, i.e., a disposition had not been made. Six (6) investigations determined there was insufficient evidence to sustain the charges made in the complaints and one (1) investigation determined the charges were unfounded. Thirteen (13) formal complaint investigations resulted in findings of improper conduct by departmental personnel and disciplinary measures were taken in ten (10) of those cases. The disciplinary measures included three (3) for verbal counseling, one (1) for written counseling, seven (7) letters of reprimand, four (4) suspensions ranging from one day to twenty days, one (1) demotion and one (1) termination.

In connection with the attempted first degree murder that occurred in the 8200 block of Roanoke Avenue on March 12, Reginald Lamont Cooper, 32, fled the area, but was arrested in New Mexico by the United States Marshalls. Upon waiving extradition, Cooper was transported back to Maryland. On April 28, the Takoma Park Police Department assumed custody of Cooper from the United States Marshalls at the Baltimore Federal District Court. Cooper was transported to the Montgomery County Detention Center, Central Processing Unit. Cooper’s bond hearing was held on April 29, and he is currently being held on a “no bond” status.

On April 18, 2008, at approximately 11:39 p.m., the Takoma Park Police, while patrolling the area of Sligo Mill Road and Sheridan Avenue, observed a lock missing from the door and damage done to the doorknob of the Casa Day Labor trailer. Inside the trailer, officers found three subjects identified as Carlos Antonio Velasco, 24, of Hyattsville, Maryland; Hector Espino, 47, of no fixed address; and Dionicio Jesus Velasco-Molina, 41, also of Hyattsville, Maryland. All three subjects were arrested and charged with 4th Degree Burglary and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

A strong-arm robbery occurred in the 300 block of Ethan Allen Avenue, Thursday, 4/10 at 11:30 p.m. Victim exiting bus when confronted by suspect (an acquaintance of victim). Suspect asked victim for money, victim refused and proceeded to walk away from suspect. Suspect followed victim, asked for money again, and when victim said no the suspect threw a can of beer at the victim. Suspect began to attack the victim with brass knuckles, repeatedly striking victim in the face and kicking him. Suspect went through victim’s pocket, removed wallet, found no money and fled. Suspect: A/M, 30 years of age, 170 lbs., medium build, short hair.
A strong-arm robbery occurred in the 7600 block of New Hampshire Avenue, Friday, 4/11 at 8:23 p.m. Victim was walking in front of Gallo Clothing, approached by two suspects who struck victim in the face and pushed victim to the ground. While on the ground, suspects kicked victim and went through victim’s pockets, removing cash and property. Two adult males were arrested and charged with Robbery and Second Degree Assault.
A strong-arm robbery occurred in the 1100 block of University Boulevard, Saturday, 4/12 between 3:50 a.m. and 4:00 a.m. Suspect asked victim for money, when victim refused two other suspects assaulted the victim in an attempt to take his money. Suspect(s): Four H/M.
Assault:
A simple assault occurred in the 7300 block of New Hampshire Avenue, Sunday, 4/13 between 4:00 a.m. and 4:30 a.m. Suspect and victim, who are acquaintances, got into an argument. Suspect grabbed victim’s hair and smacked her in the back of the head.
A domestic assault occurred in the 500 block of Ethan Allen Avenue, Thursday, 4/17 at 4:15 a.m. Suspect grabbed girlfriend by the throat during an argument. Suspect identified, no further action.
Larceny:
1300 block of University Boulevard, 7-11, Sunday, 4/13 at 3:06 a.m. Property taken. Suspect: H/M, 5’7”-5’9”, 25 to 30 years of age, wearing blue jeans and a yellow shirt.
900 block of Merrimac Drive, 7-11, Monday, 4/14 at 11:34 p.m. Property taken. An adult female and an adult male were arrested and charged with Larceny.
Arrests:
On Thursday, April 10 at 8:42 p.m. in the 600 block of Houston Avenue, an adult male was arrested and charged with Possession with Intent to Sell Cocaine.
On Friday, April 11 at 1:23 p.m. in the 900 block of Merrimac Drive, an adult male was arrested and charged with Possession of Marijuana and Open Alcohol Container.
On Friday, April 11 at 5:00 p.m. in the 7400 block of New Hampshire Avenue, an adult male was arrested on an open warrant for Fourth Degree Burglary.
On Sunday, April 13 at 2:11 p.m. in the 7600 block of Carroll Avenue, an adult male was arrested and charged with Possession of Cocaine, and an adult male was arrested on an open warrant for First and Second Degree Assault.
On Tuesday, April 15 at 12:09 a.m. in the 1300 block of University Boulevard, an adult male was arrested and charged with Disorderly Conduct.
On Wednesday, April 16 at 10:22 p.m. in the 7600 block of Maple Avenue, a juvenile male was arrested and charged with Failure to Obey a Lawful Order.

FOR IMMEDIATE RELEASE
On April 16th at approximately 6:45 p.m., units responded to Cherry Avenue at the intersection of Sligo Creek Parkway for reports of a six year old pedestrian struck. Investigation revealed that the child was skateboarding downhill from an apartment parking lot and struck the rear passenger side of a pick up truck traveling southbound on Cherry Avenue. The mother was on the scene, and the driver of the vehicle remained on the scene. The child was taken to MedStar and is listed in critical condition. No charges have been filed against the driver at this time.
